Installing Windows 98/95 after removing

using the Windows 98 startup disk, it FDISK and FORMAT drive C. Trying to install windows 98 or 95 hangs the computer. The Setup program will not go past “copying files needed for setup”. What’s wrong ? What step am I missing ?
