internet explorer and insuffient memory

I’m running Win 98 and recently have gotten
an insuffient memory error when i click on
internet explorer. It says to close other
programs running. There is no other programs
running bcause i looked at startup folder.
I have 384 ram. I can get my email from Outlook,
that comes up ok. Please somebody help me.
