Internet Explorer Content Advisor

I have a client who activated the Content Advisor in IE5, they have since tried to disable it, to no avail, the next time they use IE, it is activated again. Have tried uninstalling and reinstalling IE, same problem, have tried other user profiles without success, OS is Win95b
