Internet Explorer Loads up toooo slow

For some reason everytime I load of Internet Explorer 5.5 it literally takes 2-3 minutes to load up, I’ve closed everything before loading up IE and I get the same delay. I’ve also reinstalled IE and the OS and again still the same delay.

Any suggestions?
