Internet Explorer on an NT workstation?

I am trying to install IE 4 on NT station. My problem is it will not install (due to a service running in the background maybe).
First the background:
1. PC is on a co-axial peer to peer network of 2 PC both running NT workstation. NO hud or router.
2. NT workstation currently has IE version 2 installed. IE 2 will not see virtual servers on the internet (if you type in our site address on IE2 you see our service providers website.. try www.results.ie and see IEINTERNET.com website).
3.Hence I have installed Service pack 6a and then tried to install IE4 from the options pack.
4. On trying to install it starts off going through the normal option installation screens then quits saying “another service is running”
5. During installationI am logged on as Administrator.
6. I have replicated the installation on a similar peer to peer network and it installed first time no problem with the same CD’s.
7. I cant see any services or applications running in the background which will effect this.

So, anyone got any idea where I should go from here. I paticularly need a solution to the above but I would also be interested to find out any details about virtual servers and why IE2 cant see them.
Any help/ideas appreciated.
