Internet Explorer Security

We are trying to run a COBOL application via Internet Explorer by making a .exe, pif, or bat call from an HTML front-end menu system. We are operating in LAN and MAN environments. We cannot determine who to eliminate the “Run from Here or Save to Disk” message that IE produces anytime it encounters a .exe, bat, pif program. Does anyone know how to eliminate this nuisance?
