Internet problems

The dial up connection I am using says that I am connected to the internet.(I have tried 2) When I open the browser, IE 5.5 or Neoplanet doesn’t matter, it will not display a web page. I have replaced the modem with one I know works. I have installed win98se again. I have taken out and reinstalled all networking. I can’t use any instant messangers, although the dial up says it is connected and recieving info. Any suggestions?
