INTERNET PROBLEMS ( in win95b)

PROBLEM: Computer does not connect to Internet
REASON: Problem at handshake phase, computer hangs up connection after verifying password phase

This is usually simple to fix but i tried everything to no avail, some things you should know first.
Problem is not ISP (have tried several)
Modem is working 100%(have tried other known good modems)
Have reinstalled TCP/IP, Dial UP Networking,
Dial up adapter etc
Have even reinstalled win 95 over top of existing windows, no show.
So basically iwant to know of any other things i can try to get this working
