Internet site inactive

There are a few internet sites that, when I go to them, show where buttons or menus should be only and outline of the button with a smaller half box inside with a small red square.

So, what I am saying is that the buttons (all) are not showing the button graphics and the buttons are inactive – when I click on them nothing happens. The start page does show the pictures. Other people I know are having know problem with the site. So it must be my PC or the settings. With other sites that I go to I have no problems like this.
Can someone please let me know what is going on?
I use IE 6.
