Int.Explorer connections change

After running scandisk, & some times while on the web, the connections of IEXP. change from “always connect” to “never connect”. This happens in IE5, IE5.5 & IE6 even after reformating & reinstalling WIN98SE. Nothing helps, no one can answer. No Virus.
