IP lease expiry 01/01/80

I have been experiencing some trouble connecting to my ISP. After the modem completes the handshake and I issue a winipcfg command I have been asiigned an IP address however the date of lease issue is 01/01/80 12:00AM and expiry is the same. I suspect that this is the root of my connection trouble but am unaware of how to repair.
