IPsec services failure

Windows XP continually shows message that it has recovered from a serious error immediately after logging in a user. Event viewer shows an error under Security “IPsec services failed to get the complete list of interfaces. Run IPsec monitor snap-in”. Also shows error under System with an error code of 000000d1. Is IPsec causing the problem and how do I run IPsec monitor snap-in.
