Is it the motherboard?

I have a freshly formatted disk, a fresh
installation of Windows 98, and a new
video card. I installed the video card with
the accompanying CD.

Everytime I start Windows it tells me the
video card was not installed correctly.

Also, if I make an entry into Quicken
Deluxe and back it up, the next time I
open Quicken Deluxe the new data is
(are) gone.

If these problems are related to the
motherboard, how do I test this?
