Is this a hardware or software problem

I have a new notebook PC with Win 98SE OEM preinstall, 10GB HD, 128 Ram.

The start.wav sound (the click sound that you hear in internet explorer
when opening pages) sometimes makes a click and sometimes not. I hooked up
external speakers and headphones with the same result. I can hear it make a
slight sound if I turn the volume all the way up on the times when it
doesn’t make the normal sound.

I have installed the most updated drivers.

Now here is the real kicker: Using Sound Recorder to access/play the file and the Control Panel Sound Applet to play the sound it will again occassionally miss. However, using Windows Media Player to play
the sound it will never miss.

I tried running another preinstall but had the exactsame result. This
happens with the basic W98SE and machine drivers installed.

So is this hardware or software? If it is software how can it be fixed?
