Jumper Position on 486 DX mother board

I have recently upped the mhz on a computer from 33 mhz to 66mhz. Could you tell me what the jumper positon should be. And also could you please tell me why it is slow now. I have downloaded on to this computer windows 95 with extra memory ( it is now holding 20megabites of ram).
