Keyboard/Mouse

The PC is a Gateway 2000. When the computer boots it sees the keyboard and the mouse, but they don’t work when the full boot is done. In the ‘safe mode’ both work fine. There are no conflicts in the system settings. The keyboard is in the device manager as is the USB mouse. The problem appears to be in the PS2 ports. How can I get the ports activated so the PS2 mouse and keyboard work?
