Keyboard Problem – CAPS LOCK Delay

On my Compaq Deskpro the CAPS Lock & NUM lock keys do not respond for several seconds after you press them. I have checked the Keyboard settings, swapped keyboards, cleaned the connection etc. Any Ideas?
