Laptop won’t boot up.

I have a hp omnibook 4150 that crashed. Gave me msg cannot locate operating sys(which is windows 98).I tried rebooting from a start up disk. And followed instructions in manual, but doesn’t respond. All it will do is go to A:\>. What can I do to recover this laptop?
