Link lights

I have Cat 5 wire running between two buildings with surge protection at each end. I am trying to connect these two buildings so I can file share and share internet access. I can only get one link light to come on. I have checked the cable between the buildings and the patch cords at each end, but I have continuity everywhere. I am only trying to run a 10MB/sec connection. What might be wrong?
