Loading WIn98 Blues

I have just:
fdisk, format c:/s, copied .cab files to the HD, run setup for win98 and it reboots the first time, then you enter password stuff, and then it reboots again AND then my computer just hangs. Any tips on how to get win98 to finish loadiing?
