Loading Windows

I’ve loaded windows a bunch of times, but never when it booted up the final time to desktop- all that is there is the plain background and the taskbar with the start button. Also the clock in the system tray. The cursor is there, and it will move around normal, but it won’t work when you click on start. It’s windows 98se that’s loaded on the machine. All the hardware checks out ok. I know it is loading at least the sound driver, because it makes the gracious windows boot up sound!!! But no spreaker icon in the system tray. No desktop shortcut icons either. I’ve tried loading it twice to make sure everythiing worked right. Both times it comes up this way.

Any ideas guys?
