Looking for a way to output dvd video

Is there anyway to output DVD video to a television via a graphics card? I know of ATI’s All in Wonder card with video output, but can it handle such a task? Is there special cabling that I would need to use? What is the max. length that I can run the cable to still recieve good quality picture?
