Looping Dial up Connect Window

Here is a delimma that I have never come across. I have a stand alone PC with Windows 98 SE and IE 5. When ever the system boots, the dialup connection box comes up and replicates. The window tray continues to fill up until you manually cancel each window box. I am trying to find a fix for this and have run msconfig and disabled most startup items, but it returns each time. Any help is appreciated.
