Massive hard drive activity

Can anyone help with a hard drive problem?
Running windows 98, no other progs running, but I’ve got massive hard drive activity running, lots of noise etc. Checked viruses, scandisked, etc. Go-Back doesn’t work, says suspended due to massive file activity.
Athlon 550, win98, 20Gb HD. What else do you want to know?
