mbnje.exe file missing

I have an e-machine which will no longer execute any files. Whenever I try to run an executable file I get the error message that Windows cannot fine the file named mbnje.exe The message says this file is needed to open applications! I have neverheard of this file and can’t even seem to find it on any other machine. Any ideas? Oh I also am unable to recognize my CD drive so I am unable to re-install Windows.
