Memorex wheel mouse not scroll

I’ve got a Memorex Optical Pro wheel mouse with PS/2 connection that will not scroll. It’s connected to a Win95 machine. The buttons work fine, but I cannot get the wheel to work. It does work on other machines. I’ve tried uninstalling and reinstalling different drivers. Any help would be greatly appreciated. Thanks.
