Microsoft Mouse is not recognized.

I am updating an old server. I have installed a new hard drive (SCSI). I can not get the mouse to attach. I have tried nine different types and it still will not recognize. I have installed two new ports and still no luck. The machine never had a mouse connected to it. Would someone please direct me in this situtation. Iam at my wits end.
