Microsoft Office 2000 Install problem

Microsoft Office 2000 Professional will not install on a NT 4.0 Workstation with SP 6
installed. I get an error message during the
installation, “Error 1310. Error Writing to
file C:\Winnt\System32\ODBCINST.HLP. Verify
that you have access to that directory.” I am
logged on as an Admin and have full contol
permissions on all the files and directories.
