Microsoft Photo Editor

Have a box with W2K OS, only the admin can open jpegs with Microsoft’s photoeditor. When logged on as a power user I don’t have the option to even change the file associations, the ‘change’ button is grayed out. Get message,”PhotoEditor cannot find[jpg path].Without giving the user’s local admin rights how do I get power user’s to see jpgs?
