Microsoft PKI

Is the MicroSoft PKI, including the newest functions and features, able to support multi-platform needs for Certificate Services, including Secure Mail, User authenticaiton to non-windows platforms (and Windows), generalized Encryption including file storage but also application level, code signing, ERP’s and other corporate applications (Mainframe, Unix, and Windows based, web and client/server)? And if not, why not.
