Missing Command interpeter

I formated My Hard Disk aand installed Win98
After rebootling I used Win98’S File Converter (FAT32) ,After rebooting the system
I can get the first screen of Win98 but after few second this will go off and the system goes back to DOS promt with a message “Type COmmand Interpetere eg c:\windows\command.com”.
I tryed to rebbot from the Startup Disk but it does not Work
