Missing event.exe file

During the course of work day, I will receive the error the event.exe is missing, which will then slow my system. About the same time as this error began occuring, I noticed that my icons on the taskbar, as well as the icons in any explore window are only half visiable. They appear to have lines of missing color or are missing completely. Any suggestions on how to correct this??
