missing hh.exe

I’ve had to reinstall Windows 98 because
of frequent crashes, but now when I try to
open Help, I get the message that the
hh.exe file is missing.

I’ve reinstalled twice and still get the
message. Where can I find this file, and
where should I put it after I find it?
