Missing Icons

OS Windows ME
ex. when I open control panel there are no icons there at all and under tools>folder options>view>show hidden files is checked. At the bottom left hand corner of the control panel window it says 32 objects, like all the info is therebut it can not be seen. Any ideas of why and how I can fix this?
