Missing Taskbar

NT4 SP4, IE 5.5, HP notebook 2100.
My taskbar has gone missing and I don’t know why. I’ve tried looking at the edge of the screen. The windows key brings the start menu up and I’ve tried different resolutions. I don’t have administrator access but one but I can ask if someone can come up with a solution.
