Modem

I’ve getting a problem while try to connect
thru modem error says “error678”
“the computer u r dialing into is not awnsering”.I ‘d do each n every thing but
not getting connected ,like decrease my connection speed ,remove my dialup networking ,even remove my whole communication ….but still the same…plz help me out .(m using windows 98,95 both)
