Modem configuration

I installed a PCI US robitics 56k modem in a Win 98 200 mz computer that had been used by a eduactional instution.(No previous modem) The providedsoftware was installed and The new modem shows in the Device Manager but with a red X across the name. When I highligt the modem and select properties, the modem is listed as enable and a message that it has been disabled by Windows and I can not enable it. I tried reinstalling, updating drivers but unable to get it to respond. Any suggestion on what to do next? Thanks for all your help.
