Modem Configuration Problem

I did a clean install of Windows 2000 Professional. I found the proper driver for my HSP56 Micro Modem and installed it. The computer recognizes the modem and the diagnostics check out okay. The phone line is hooked up properly and the phone gets adial tone. The problems is that the modem does not get a dial tone. Any help would be appreciated.
