modem dialing problems

I have windows me on my computer. I’m on a network with two other computers on it. The server has Xp on it. But my problem is when ever I start up windows it forces the modem to dial out. It’s very annoying. There’s 2 files I’m alittle suspicous of ones called “InternetSpeed” the other is “Iou” I’ve found the Iou one but I’m unable to locate the internetspeed one. I was hoping someone would know what this problem is. Also I’ve went into my bios and put everything back to default but that did not fix it. Thanks for reading this.
