Modem Disconnect/Port Problem

I have a Compaq Presario 1020 notebook with a CP 336VSC Modem. I’ve installed Win98SE & configured a RAS connection. I was able to dial out with no problems. My problem is that I shutdown the machine without first disconnecting the RAS connection. Now when I try to dialout I get a message that the Port is in use. Also, Com2 does not show up on the Ports list in the Device Manager any longer. I’ve removed & reinstalled the modem and after a period of time I am able to dialout again using Com2. However, I can not get Com2 to show up in the list. How do I get Com2 to show up? And is there a way to keep Win98SE from shutting down when the modem is still connected? I did not find any modem settings to avoid this problem.
