Modem wont disconnect in Win98

After being online, I right click on the network connection icon near the date on the task bar & choose disconnect. It WONT disconnect. When I pull the phone line out there is a dial tone. I have to restart Windows in order to disconnect & reconnect. What is wrong and /or how can I correct this?
