Modem won’t install in Netserver

I have a Netserver LC3 with Win2K loaded on it. I tried loading a modem onto the system and even though the modem is recognized and the proper drivers are loaded, the device manager shows it as having an error 10 (modem not found). HP says it doesn’t support modems in this system, but how can they prevent this?
