monitor wont work

My friend has a NEC Mulitsync XV15+ monitor. When the computer is running and you turn the monitor on, the light on the monitor turns green and it sounds like its working, then within a few seconds the light goes to amber and the screen remains blank. What does this mean. Monitor or video card?
