motherboard failure?

fitted new Fic az11ea and 1.33 chip together. system will not boot. monitor stays off have tried alternative that to remains asleep. power switch does not function on or off power to fans remains on unless switched of at the mains. No lights either at the key board to indicate activity although the hardware appears to be functioning . Any ideas?
