Motherboard problems?

I’m building an Athalon 1.3 system using PC2100 DDR. First tried ASUS A7M266 mobo, then two different Gigabyte GA-7DX mobos. None of them will display more than 1 or 2 POST codes before halting. Did I receive 3 bad boards in a row? What DOA rate should I expect?
