Mouse does not work in windows

I bought a P-II 233 used system recently. When I tried to reinstall windows98 on a 4.3 GB Seagate Hard Drive with 32 MB RAM and run the setup, I found that my serial mice was not working. I checked the mouse in Dos and got surprised seeing that it was working fine. Can somebody help me.
