Mpeg Encoders

Hi. I was just messing with Video CD Creator, when I was told that one of the videos I was trying to add to my layout wasn’t compliant with Video CD Creator. It mentioned finding an MPEG encoder that supports it, but I’m unsure of what encoders do.
