MS-DOS Compatability Mode

I have a Workstation running Windows 98 2nd. This unit was the company owners system. Her computer was running very slowly and the only problem I could find with it was this message on the performance tab in Device Manager:
“Compatibility-mode paging reduces overall system performance.”

“Drive C is using MS-DOS compatibility mode file system”

This seems to be a relatively obscure problem and there is not a lot of info on fixing this problem. But it does seriously degrade the system performance.

What I have tried so far. I put the hard drive in this computer in another system and it worked fine. I ordered a new hard drive for this system. After installing, Fdisking and formating the new drive the MS-DOS compatability modeproblem is still with me. However, none of this seemed to help. Either the settings were correct or the problem cause mentioned inthe article was not present on this system. I did rename the atuoexec.bat and the config.sys files and that did not help.
