multiple explorer windows opening

Hi,
Multiple windows explorer windows open upon startup. I have checked the startup folders and removed all the items there (none of which are windows explorer). I have been in msconfig and removed all but the necessary startup programs (again – none of which are windows explorer). Any suggestions? I am using windows 98 SE and about 15 or so windows come up, Thanks
