Multiple System Files Out of Date

I’m trying to install a VB 6.0 based software application on a windows 95 system. I keep getting them essage “System files out of date, You must reboot the system to update the files.” I’ve tried the Microsoft suggested solutions to correct the problem but it is not working. Does anyone know of a true solution for this issue? To anyone that can help, thank you for your time.
